Framework Agreement Version 22A Re-instated

As you are aware management attempted to impose Version 24 of the Stations Framework Agreement even though it had not been fully agreed or ratified by the RMT
 
At the Stations Functional Council meeting on Wednesday 8th June managenment agreed to withdraw version 24 and re-instate version 22A of the Framework Agreement.
 

Confirmed: Version 22a is the Stations Framework Agreement

RMT General Grades Committee decision

That we note and endorse the report from our Regional Organiser.

We welcome the fact that London Underground has finally accepted that Version 22a of the Stations Framework Agreement is the agreed Framework which applies to station staff and that its Version 24 has not been agreed and does not apply. We particularly welcome the fact that management's attempt to worsen our members' working conditions - including requiring staff to work away from their rostered station in non-urgent situations, and allowing management to impose roster changes - have not succeeded.

We remain vigilant for further attempts by LU to impose these or similar attacks, and instruct our functional council representatives to oppose any such moves and alert the Regional Organiser.

RMT Defends LU Stations Reps Numbers

RMT General Grades Committee decision about London Underground Machinery of Negotiation and Consutlation:

“We note that following the job-cutting OSP, which reduced the number of station groups from 42 to 37, London Underground management has unilaterally declared a reduction in the number of RMT representatives. Their action in doing so is completely outside the agreed processes.

Parties

1. The parties to this Agreement are London Underground and the following trades unions:
- the Associated Society of Locomotive Engineers and Firemen (ASLEF), the British Transport Officers’ Guild (BTOG), the National Union of Rail, Maritime and Transport Workers (RMT) and the Transport Salaried Staffs’ Association (TSSA).

Correspondence was received from management concerning the levels of representation on LUL. This has now been considered by the General Grades Committee and the following decision has been taken:-

“That we note the correspondence from LUL in relation to new Station Groups and Trade Union representation.

Imposition of Stations Framework Agreement

I write to advise branches that London Underground’s proposed changes to the Stations Framework Agreement version 22a has been rejected, and the General Grades Committee has made the following decision:-

“That we continue to press Management on this matter in line with union policy. This file to be merged with Job Cuts – LUL.”

LU Management Attempt to Impose New Framework Agreement

RMT's Regional Organiser has sent the following letter to London Underground ...

RMT stations and revenue reps have brought to my attention a matter of great concern. At today’s Stations & Revenue Control Council meeting, management insisted that they would ‘work to’ (ie. impose) version 24 of the Stations Framework Agreement. However, this document is a still a draft, has outstanding areas of disagreement, and has been neither agreed by the Stations & Revenue Council nor ratified by the Company Council.

Our reps believe that in certain respects, it will significantly worsen the working conditions of staff, and are not prepared to agree it until these matters are addressed. While we have indicated that some parts of the document will be acceptable to us, others are not, and therefore the document as a whole is not acceptable, and - I reiterate - we have not agreed it.

Stations Framework

Management have posted a copy of the Framework agreement on the intranet stating that this has been agreed by your reps. It is true that the majority of the document is close to being agreed but it is by no means a finished article and the meetings continue to try and get to a point where by we are in a position to ratify this agreement.

Level One Meetings: A Guide for Reps

As a Representative you are entitled to have a Level 1 meeting with your employing manager (GSM/TOM/SCM) four times a year ie. every three months. Ensure that the GSM/TOM sticks to this schedule.

Still under negotiation New Stations Framework Agreement not yet fully agreed but nearly there!

The new framework of agreement as shown below is currently still under negotiation and not yet agreed due to two sticking points on the defintion of 'business area' ( Schedule 2, section 2.3) and the interpretation of how reserve staff duties can be varied (Schedule 2, section 4).

New Ticket Office Procedures Handbooks - We need your feedback

We have been negotiating with LUL on the new New Ticket Office Procedures Handbooks for over a year now and they have been introduced without due consideration to our comments and concerns.We have real fears that the original TOPH is being watered down to make it easier to reduce ticket office hours,close ticket offices and get rid of SAMF and SS jobs.

LUL Document Reveals Plans to Undermine Ticket Office Jobs

Below is an extract from London Underground's document Key Planning Developments and Assumptions: A supplement to the LU Strategic Plan and handbook for LU Business Planning, Version 6, March 2007.

It spells out in detail the company's plans to drive business away from ticket offices - plans which will undoubtedly be a precursor to renewed attacks on ticket office jobs.
