Report: Stations & Revenue Council meeting, 11 December 2008
1. Management reported that they want to run a trial of CSAs collecting fares on the gateline by loading credit on an Oyster card. RMT raised several objections. LUL agreed not to go ahead with the trial for now, and there will be further discussions in February. More here.

2. LUL reported back on the 'Employability' scheme for long-term unemployed people, and in response to RMT's calls for trainees to receive childcare expenses, LUL agreed to recommend this to the training provider. More here.
3. Following discussion with our local Revenue Control reps, RMT asked for the issue of RCIs' cross-line working to be referred back to level one, as we believe that at the moment, it is only an issue on JNP.
4. Despite agreeing some time ago the principle of organising weekend training courses for weekend part-time staff, management have made no progress in implementing this. RMT continues to pressure them to do so. Background here.
5. At June's Stations & Revenue Council meeting, RMT asked for more release and facilities for local reps (details here), and management promised that Gerry Duffy would consider them. We have still had no response, so management again undertook to give us a repsonse, and if we are not satisfied with it, we will refer the matter to an ad hoc Director's meeting.
6. RMT proposed that all new level one reps should get one day's release to go round their workplaces introducing themselves to members. Management agreed to consider this.
7. Management had undertaken to provide information about the CSAs who they withdrew from Hounslow West station against union objections. Management had answered one of our questions (that these CSAs had been in place since January/February 2008) but not the second question (whether they were on a temporary roster).
8. The issue of whether Station Supervisors should have a Coaching grade, with NVQ coaching qualification, will be discussed at an ad hoc Stations & Revenue Council meeting.
9. Management confirmed that Directors had not accepted the unions' objections to SRT Station Supervisors working at SS1 stations, and that the company believes that so long as there is one SS1 on duty, other Supervisors need not be SS1s.
10. Management reported that the company intends to remove the right of appeal on flexible working applications to the Staff Movements Forum. RMT strongly objects to this: failure to agree. More here.
REPS' ACTION: Please give us examples of flexible working applications that were successfully resolved through the Staff Movements Forum.
11. Management confirmed that they have no intention of reopening Regent's Park ticket office, despite the fact that it was closed as part of a closure programme that has now been scrapped.
12. All the concerns that we raised about attendance issues were referred to the Attendance, Performance and Conduct Joint Working Party. We asked for a copy of the Terms of Reference for this JWP, which management agreed to provide.
REPS' ACTION: Please continue to provide us with example of management's mistreatment of sick staff.
13. Management agreed to RMT's proposals aimed at minimising disruption to reserve staff through changing of duties while they are on annual leave. Details here.
REPS' ACTION: Please ensure that all your members' are aware of this agreement. Monitor whether your local management are adhering to it, and complain if they are not.
14. TSSA had referred an item from level one regarding the ONE Railway (now National Express) information booth at Tottenham Hale. It appears that little is happening with this, but RMT highlighted the potential need to review the station complexity index should the info booth go ahead, perhaps leading to an upgrading of the station.
15. RMT on Harrow-on-the-Hill group had raised serious concerns about Station Supervisors opening and closing unstaffed neighbouring stations. Management reassured us that the group's staffing situation has improved, but reserved their right to use Station Supervisors in this way. RMT believes that this is unsafe, and that LUL should employ enough staff to cover rostered staff's absence, and use DSMs to open and close stations if necessary. Failure to agree. More here.
REPS' ACTION: If this is happening on your group, please table it for discussion at level one, and notify your RMT Stations & Revenue Council reps.
16. Rickmansworth group reps referred the issue of lengthy travelling time to workshops such as 'Time for Action' and 'Valuing Time', held in a central London location. Management refused our claim for overtime payments. Failure to agree. More here.
17. Acton Town group RMT reps referred the issue of their local management's imposition of local sickness reporting guidelines that fell outside LUL's policy. Management agreed to our demand that these guidelines be withdrawn, and there will now be further local consultation. More here.
REPS' ACTION: Please tell us if your local management try to introduce local sickness reporting guidelines.
18. Heathrow group RMT reps referred the issue of the removal of CSAs from Heathrow Terminal 5 station. LUL believes that they are no longer needed, but RMT believes that for safety and customer service, they are needed. Failure to agree.
19. Following RMT's proposal for an SRT request form (details here), management revealed that they already use one. They agreed to consider improving it in line with our proposals, including: using it for all SRT deployment; reviewing it to improve its format and content; and sending a copy of each form to the station concerned so that station staff know what the SRT staff are there for.
20. RMT asked management to remind local managers that when a rep carries out duties outside their working hours - eg. staying on after an early turn to represent a member at an LDI - the rep is entitled to the time off in lieu at a mutually agreed time. Management agreed to look into instances where this time off has been refused, and to ensure that this does not happen again.
REPS' ACTION: If you carry out union duties outside your rostered hours, insist on taking the time off in lieu at a time convenient to you and management. If your local management refuse this, contact your Stations & Revenue Council reps immediately.
21. Management gave us a presentation on planned 'covert testing exercises' on stations, in which Transec will leave a bag unattended on a station, and then observe how station staff deal with it. RMT has several concerns about this. More here.
22. We once again expressed our disgust at LUL's abject failure to consult with the unions about the 'Textback' trial, which had been discussed at a recent Strategy and Development Forum (report here). We informed management that we will not co-operate with any trials or other policies on which we were not consulted.
REPS' ACTION: Do not co-operate with the 'Textback' trial.
23. Management announced that they intend to impose a £5 minimum on Oyster top-ups at the ticket office window. RMT strongly objects to this, as it would be bad for both staff and passengers. Failure to agree. More here.
24. We agreed three changes to the Framework Agreement, all arising from extra rights won for you by RMT:
- Weekend part-timers have the right to take annual leave as a full weekend. More here.
- Management may not cancel your overtime at less than 24 hours notice - first agreed in October 2007, report here.
- There is no longer a limit on the number of locations you can nominate for transfer or promotion. More here.
