On November 11th, several Bakerloo and District line stations - together with platforms at three other stations - will transfer from Silverlink to London Underground.
RMT welcomes this, as a small part of the private national railway will join the publicly-owned London Underground. But London Underground is using this as an excuse to bring in some of the worst practices from the mainline, which it may then spread to elsewhere on the Tube.
There will be more talks, but unless LUL backs down, we will be in dispute. These are issues of principle which affect every union member, whatever and wherever your job, so this would be an all-grades, company-wide dispute.
RMT and TSSA have registered a ‘failure to agree’ on three issues: - mobile supervision of stations - use of security guards - use of agency staff
- Mobile supervision. LUL plans for several of these stations not to have resident Station Supervisors, but to be covered by ‘mobile Supervisors’, who would visit several stations during their duty. CSAs and SAMFs would work at these stations without a Supervisor.
This undermines jobs and staffing levels, and leaves staff and passengers vulnerable.
- Security guards. For the next six months or more, LUL plans to use security guards on stations after the evening peak and through the night. They will deal with disorder, report incidents, and close and open stations. These posts are being advertised at £7.50 per hour, with a 48-hour week, described as ‘permanent’.
This work should be done by Station Supervisors. Use of security guards is a serious casualisation of the workforce, and private security can not meet the standards that LUL expects of its Station Supervisors.
- Agency staff. LUL says it will use agency staff for ticket selling, gateline duties and station checks.
LUL should use its own staff to cover these duties. It has not seriously considered options for doing this. Agency staff would do LUL work but not on LUL terms and conditions.
LUL is also delaying improvements in pay and conditions to our new workmates, creating a ‘two-tier workforce’. And it has not agreed to more staff at the stations which take over extra platforms.
If we allow LUL to introduce mobile supervision, security guards and agency staff on these stations, they will look for opportunities to do so elsewhere on the Underground. This is a real threat to the safety, working conditions and job security of all Underground staff in all grades and locations.
