RMT and TSSA reps have submitted the following collective grievance, supported by members on the Harrow-on-the-Hill group ...
We the undersigned oppose the proposed rosters for the Harrow on the Hill group on the basis that we feel it is in direct conflict with the Framework of agreement and the following points below:
Schedule No. 9 - Rostering Parameters.
1. Rosters and any changes to them must comply with the following parameters:
1.1 Minimises the unsocial aspects of shift working whilst incurring no extra cost to the Company.
1.3 No deterioration in safety for customers or staff recognising the Safety Critical work hour’s requirement specified in Note 2 of Schedule No. 3 Paragraph
1.4 Agreed by appropriate proportion of staff participating in the roster.
1.5 No deterioration in customer service.
2 Rosters must be consistent with the provisions of all schedules to this Framework Agreement.
=====
As the staff that these rosters will impact on we feel the following:
- There will be a heavier work load for the staff left
- What are customers expected to do when the ticket office is closed?: They have a failed oyster, unresolved journey which has given them a negative balance, they want an oyster card, they want to register an oyster card in order to buy a monthly ticket, they require a refund due to breakdown in service, POMs not working, lost money in POMs/coin jams
- Staff will not be able to assist : VIPs, Person ill on trains, Unscheduled tip outs on trains, buggies and bags, evacuations, emergency incidents-meeting emergency services, closures, large groups travelling, providing local- line knowledge and general information, assistance at help points
- Staffing platforms : Staff would not be able to assist with : tip outs failed OPOs, assisted despatch, lamping out first/last trains, passing on safety critical information i.e signal failures, updating train operator boards
- There would be no staff available to do PAs, station/security checks, signing in contractors, fault reporting, EIRFs, familiarisations, securing points, operating section switches, accompanying S/S trackside, dealing with staff/public contractors
- Supervisors can not be expected to complete all of the above tasks and keep the ticket office open as well
- Reduced/no flexibility in rosters to cover rest days, odd days leave, annual leave
- More non cover of essential duties
- More babysitting of stations
- Not adhering to minimum staff levels at stations with fire panels as per LFB safety regulations
- More unsociable shifts and less family friendly hours
- A big decline in group morale
- Increased lone working
- Heavier work load for staff
