LU Management Attempt to Impose New Framework Agreement

RMT stations and revenue reps have brought to my attention a matter of great concern. At today’s Stations & Revenue Control Council meeting, management insisted that they would ‘work to’ (ie. impose) version 24 of the Stations Framework Agreement. However, this document is a still a draft, has outstanding areas of disagreement, and has been neither agreed by the Stations & Revenue Council nor ratified by the Company Council.
Our reps believe that in certain respects, it will significantly worsen the working conditions of staff, and are not prepared to agree it until these matters are addressed. While we have indicated that some parts of the document will be acceptable to us, others are not, and therefore the document as a whole is not acceptable, and - I reiterate - we have not agreed it.
RMT believes strongly that we cannot allow an employer to simply disregard our Machinery of Negotiation and Consultation and impose a document which is still under discussion, and which has not completed the process of negotiation. Until such time as any new version of the Framework Agreement is agreed, both sides must work to the existing Agreement, version 22a.
We therefore insist that management confirm that London Underground will work to version 22a (the agreed version) and not to version 24 (which has not been agreed), until such time as any new version is properly agreed. If the company does not do so, then RMT will have no choice but to go into dispute with London Underground on this matter.
