Stations and Revenue Control Safety Council Report May 2010
1/ Fatigue Study.
This was commissioned by LUL after request by the ORR (Office of the Rail Regulator). This is going to be looking at getting better rosters to stop fatigue and the ill health effects of fatigue, and this will be ongoing throughout the company.
2/ Change Assurance Plans
a/ A cap has been received to deal with the opening of lift stations without any lifts. Comments by 10.00 11th June 2010 to myself.
b/ A cap has been received to deal with the withdrawing of paper licences. Comments by 10.00 4th June 2010 to myself
3/ SSR/Victoria line Upgrades for Station staff
Meetings will be commissioned ASAP with full terms of reference from Tom Morris
4/ Referrals
a/ Paddington Dust in ticket office - sent to Revenue sub on June 1st
b/ Heathrow Staffing levels at T5 - Refered to trains safety council
c/ East Ham. Non compliance with New years eve WRA-Gsm/Dsms to be spoken to, briefing to go out in centurions briefing pack. Item Closed
d/ East Ham. Accident on way to work not counted as accident but as sickness, contrary to Riddor. Management did not agree. Failure to agree registered and referred to Forum
e/ East Ham. Football plans not submitted to emergency planning. These to be re-done. Item still open
f/East Ham. EIRF/Scorecards regarding assaults. Accepted by staff side. Item closed
g/ Wembley Central. No places of safety on gate lines. GLAPS in storage - SQEM Williams to push for full installation asap. Item on going
5/ Bakerloo Line issues
a/ Go Look See. This is an accident review with the member of staff injured - but reps are barred from going. Management maintained position. Failure to agree registered and sent to Forum
b/ Engineering work consultation. Management agreed that there would be meaningful consultation at local level when engineering work took place any line.
c/ Marylebone escalators and T1 one process. At the local T1 reps and management agreed on a proper course of action regarding the escalator re-furb at Marylebone. 24 hours later this was overcalled by a still un-named manger. SQEM for the Bakerloo tried to make out it was all proper and above board but still refused to name the manger or respond to any concerns. Staff side made it clear that the local Safety DSM, and the Local GSM were not to blame and were fed up with the safety and industrial regime on the Bakerloo line. We also made it clear that there was no faith in the local T1 one process and basically everything on that group would be dealt with at a T2 level. Management still refused to back down, so this matter has been referred to T2A directors hearing.
