Guidelines for stations reps: London Underground's Job Cuts
Look at the details of how the job-cuts plan affects your group.
- You can download the group reorganisation plan here: http://www.rmtplatform.org.uk/node/714.
- You can see the planned ticket office opening (or closing!) hours on LU's intranet.
- Note that LUL has not yet published details of cuts in CSAs, but has stated that it will cut 150-250, many during the morning peak, and will increase weekend duties.
Identify the impact on staff and passengers on your group.
- If your group is being abolished, reserves will transfer to a new, probably bigger, group.
- If your group is being enlarged, reserves will have to work at more stations.
- In both cases, reserves will probably have to travel more in their own time.
- The reorganisation of groups is part of, not separate from, the rest of the job-cutting plan.
- Because admin staff will have a higher workload, it will be harder for them to help staff with requests for eg. odd days' leave.
- Your ticket offices may well be closing at times when they are currently quite busy.
- Perhaps management plan to close an office late at night, at weekends, or in the middle of weekdays when custom is lighter than during the peak but is still there.
- Think about local features that attract customers during times when LUL plans to close the ticket office: eg. sports venues, nightclubs, theatres, hospitals, markets, shopping centres, religious buildings, museums, schools, colleges, large workplaces, etc.
- Your station may well have fewer staff on duty during the morning peak and at other times - what affect will this have on your workload and your ability to meet customers' needs?
- Fewer duties during the week and more at the weekend will mean even more anti-social working and even less time with friends and family.
Take this information and go round all the stations on your group, showing it to staff.
- Note down issues that they identify in addition to yours.
- Answer any questions; any you can not answer, pass on to a Stations & Revenue Council rep.
- Sign up new members to RMT - there will probably be people who have not joined yet, but will do now.
- Check that the union has up-to-date details (eg. grade, location, address) of existing members. Notify the union's membership department of any changes.
Emphasise that RMT opposes this job-cutting plan, and is determined to stop it.
- Tell all staff about our public meeting on 31 March - details here: http://www.rmtlondoncalling.org.uk/node/1375
- Give out the latest issue of 'RMT London Calling' (download it here: http://www.rmtlondoncalling.org.uk/node/1367)
- 'RMT London Calling' includes a list of what staff can do to support our fight against these job cuts. Point this out to staff.
- Explain that RMT is taking part in talks with management, but does not believe that management is consulting in good faith, and believes that industrial action will be necessary to stop these cuts.
Take action against the under-staffing measures that LUL has already put in place in preparation for the job cuts:
- If duties are being left uncovered, raise the issue at your level one meeting.
- If you do not have a level one meeting scheduled within the next few weeks, ask for an emergency meeting.
- If there is an incident where uncovered duties cause a problem, make sure that an EIRF is filled in.
- If under-staffing leaves the station - or part of a station - unsafe to operate, it should close.
And more ...
- You could produce a local RMT newsletter about the job cuts. If you would like to learn how to do this, regsiter for our training day on 30 March.
- When RMT produces leaflets for the public (soon, hopefully!), organise leafleting of passengers outside your station.
- Contact local passengers' and community organisations and ask them to support our campaign against job cuts.
Report back to your branch, and to your Stations & Revenue Council reps. Please tell us:
- what you have been doing
- the information you put together about the impact of the cuts on your group
- questions that staff on your group have asked
- about any incidents where under-staffing has caused a problem
- about any incidents which have been dealt with effectively because of current staffing which may be scrapped
- any help you need
- any ideas you and your members have for publicity and campaigning activity
