Stations & revenue functional council 26th November

Proposed SFC agenda for 26/11/2009

SATS Duties – SATS duties it seems are being removed at some stations (e.g.: Liverpool Street group). Can we please have clarification as to whether this is now a companywide policy and, if so, on what criteria are these jobs being done away with? Furthermore, why has no consultation or negotiation taken place with the TU’s before these job cuts were implemented?

New SS at Edgware road – We understand that management plan to introduce new SS posts at Edgware road, with duties based entirely on the platform, which book on with the DMT, and which monitor T/Ops. Both Stations and our Train reps have serious concerns about this, and we are appalled that once again, management are trying to introduce new initiatives without discussing it with the TU’s first.

DSM’s conducting case conferences – As they are not the employing manager of staff, this being the GSM, staff side are extremely concerned with the increase in DSM’s trying to carry out case conferences with staff. As there are several possible outcomes from a case conference one of which is termination of employment Staff side want it made clear that GSM’s are to Chair case conferences of their staff on their groups.

Collective Grievance ticket office accounting

Parental Leave - Request for unpaid parental leave made June 2009 refused by GSM, minutes from level 1 held 23rd April state unpaid leave for child care is never refused, reps concerned regarding managers failing to adhere to level 1 agreements. Have hard copies of all paperwork concerned to support.
Getting information requested at meetings – Under the 1992 TULRCA the TU’s are entitled to information which assists the purposes of collective bargaining. Staff side are frustrated that information which is requested and agreed by management to provide is given incomplete or extremely delayed resulting in time for meetings which the information is needed.

Framework agreement – In light of the Operations Stategy Plan (OSP) and the reorganisation that is expected to occur, staff side need to know the impact this will have on the Framework agreement as anything that is agreed now are based on current working practices. Things such as group size (among other criteria) may change and this would have a direct influence on our decision to negotiate and agree in good faith principles set out within the Framework.
