Report: Stations & Revenue Council, 24 September

Here is a summary of the issues discussed between the unions and management at the Stations & Revenue Council on Thursday 24 September.

Trial of revised methods of accounting for fares collecting - the Rule Book includes an outdated procedure, and RMT will continue to challenge this.

Part-timers Continuous Development - Following persistent representation from RMT, management will now organise weekend continuous development (previously ATOR) courses for weekend part-timers of all grades. There will be six such courses run during 2010.

Charing Cross referral - broken level 1 agreement - The first two parts of this referral were settled, as the GSM had admitted that he was wrong. The third part, concerning filling in variation sheets, will be investigated by a Performance Manager.

Tower Hill referral - closure of Cannon Street ticket office / Hammersmith (H&C) ticket office (taken together) - Management stated that their 'intention' is that the ticket office will be restored to Cannon Street; and that there would be a 'ticket office suite' at Hammersmith (H&C), but they could not guarantee it would include a window. RMT referred this issue to Company Council, to demand firmer guarantees.

Blackhorse Road referral - covering part duties on overtime. Management asserted that it was up to a GSM to decide whether or not to cover a duty, and that because this was a 'principle', we were not allowed to discuss it! In this case, there is a local agreement that both Supervisor duties at Seven Sisters must always be covered, which management had ignored. It was agreed that there would be a meeting within four weeks to look at local agreements on the group.

Station Supervisors working HGW on other groups - RMT objected to the Oxford Circus GSM offering up his staff to work on other groups even where it involves leaving duties on his own group uncovered.

MSS surveys - There was considerable discussion on this item. See separate report.

£5 minimum trial - The unions reiterated our objection to this trial, and will pursue our objections.

Second RMT representative on Liverpool Street group - The Machinery of Negotiation and Consultation states that in the event of a reorganisation of a group or a significant change in staff numbers or union membership, the number of reps may be changed. Liverpool Street group has been reorganised, with Farringdon and Barbican stations added, increasing both the staff numbers and RMT membership numbers (from around 100 to 150). Therefore, this is a clear case for a second RMT representative on the group. Management, however, flatly refused, on the grounds that the Director of Employee Relations has decided that the company will only recognise an additional union representative in one location if the union gives one up somewhere else, despite there being no reference to this in the Machinery! RMT will be asking our head office to refer the whole issue of under-representation to ACAS.

Breaches of SRT Framework - RMT had caught management out using SRT staff to cover resident staff attending a 'briefing' about the Jubilee line project. This is clearly a breach of SRT Framework Agreement, under which SRT staff can not cover rostered duties. However, during a lengthy adjournment, management scoured the Framework Agreement and came up with the tenuous-to-the-point-of-ridiculous argument that because the Framework Agreement says that SRT staff can cover 'project needs', they can disregard the clause that says they cannot cover 'rostering arrangements'. This is despite the fact that 'project needs' means the need for extra staff to help a station run during a project eg. assisting passengers by a hoarding, or at the top or bottom of an escalator - not to cover other staff to be taken off the station.

Complexity report - Shepherd's Bush (Central) - RMT had successfully lobbied for Shepherd's Bush to be regraded to SS1. We asked that any SS2/MF who had nominated Shepherd's Bush should now be able to submit new nominations even if they have nominated within the last 12 months. Management will consider this.
