RMT Reps Object as Management Breach Agreements
The staff-side secretaries of both the Stations & Revenue Council and the Stations & Revenue Safety Council have jointly writtten the following letter to LUL management.

All LU Managers:
It has been noted that some of the agreements reached at all councils, which also effects their condition of employment are not being adhered to, and at the last stations functional council the Chair Phil O’Hare agreed to write to all managers concerned reminding them about decisions made and ratified at the council should be followed.
Two weeks later our Health and Safety colleagues are also facing this exact same problem and we therefore expect that LUL management abide to the agreements made at all councils.
On the Health & Safety front it appears that some managers are cherry picking sections of agreements and overlooking certain words to cover up breaches as shown below. The wording of the agreement reached at Company Council last year is the wording stating the minimum numbers specified for the particular station in the (Green) section 4.2 of the CCEP's, copied below.
2. MINIMUM STAFFING LEVELS FOR EMERGENCY EVACUATION: STATIONS
All parties agreed to a form of words to be included in the Emergency plan. Instead of specifying minimum numbers of different grades of station staff that would be on duty during the traffic day, we have agreed that these minimum levels, which have not changed, must be:
- Station Supervisor(s) and
- "State number" London Underground station staff fully trained, qualified, licensed and familiarised to a minimum of CSA level."
The word fully has been conveniently dropped at locations such as Marylebone where we are having serious coverage problems which has led management to cover sub-surface section 12 stations using staff with medical problems; out of date licences (i.e. have not done ATOR in previous 12 months and licences have not been extended accordingly) and out of date site specific lift familiarisations.
Furthermore, this agreement applies to all stations, sub-surface and open. With reference to open section stations at least one supervisor is necessary and additional licensed staff agreed after a rigorous risk assessment is conducted on each CCEP in consultation with the trade unions.
LU demands that their staff abide by the policies & agreements made, but when the examples set by there own managers are contradictory it’s no wonder that staff are left confused and unsure about what is right and wrong.
These agreements are made in good faith through work and consultation but the blatant disregard by some corners of LUL’s management team shows a lack of respect for their own colleagues who sit on the councils and the Trade Unions who work to achieve these agreements.
The RMT and TSSA Functional councils (Stations & Revenue/Health & Safety) want a circular reminding management of their responsibilities towards their employer and employees concerning this matter. We also request a reminder published in the Traffic Circular relating to our concerns.
