Making Mistakes and Moving Staff

London Underground seems to have developed a habit of sending staff to jobs that don't actually exist. There are groups of staff, such as CSAs at Rickmansworth, who were sent out of the training school to 'over establishment' posts. And then there are individuals, several of whom have been offered moves that they had nominated and signed acceptance for, only to be told that there is some kind of hitch and they can not have the job after all.

RMT is not prepared to accept this situation - it is unfair on our members, and can cause serious disruption to the lives of the people affected. If management make a mistake, then staff should not have to pay the price.

We raised this issue at the Stations & Revenue Council meeting on 18 June.

On the issue of mistakes in moving individuals, we extracted promises from management that they would:

  • "honour moves made in error" ie. if you get a move that you wanted to a particular post, then management will not take that post away from you even if they realise they should not have allowed you to move to start with;
  • provide us with an explanation as to why Resourcing is making these errors and how they will ensure that they will not happen again.

But LUL insisted on its right to move groups of new staff from their first location to a subsequent one. The company now makes new recruits sign a letter before signing their contract, acknowledging that their first location may be temporary. Despite this being a change to your terms and conditions of employment, LUL did not feel the need to negotiate the introduction of this new letter with your union. And although the letter says that your first working location might be temporary, the company does not confirm to staff if it does turn out to be temporary, and neither does it put a time limit on how long 'temporary' can last.

Management said they would consider accepting a time limit, and would notify those staff whose first work location is temporary. But they are insisting on forcibly displacing CSAs from Charing Cross group to Waterloo, moving them out of a work team which they fitted in with and didn't want to leave.
