Proposed Process for the Displacement of Over-Establishment Staff

Following a meeting between functional reps and LU management, a proposal by LU has been presented to the TU's for moving the OE staff into established positions this proposal is as follows:

Stage 1 - This will involve moving an OE member of staff into one of their current nominated positions out of turn (if they have any nominations) i.e. if they are sixth on a list they will take priority and move to number one.

This will take place after receiving a letter and having a meeting with their GSM, the proposed move is then expected to take 6 weeks after the issuing of the letter.

If the move goes ahead the 12 month bar on any other current nominations wont apply so if you are number on another list and that becomes vacant within the 12 month period you would be expected to move again under normal Transfer & promotion unless you cancel the nomination before it becomes vacant.

Stage 2 - Once those staff have been relocated under stage 1 those remaining will be placed into vacancies of their grade which exist on their current groups, again retaining any live nominations including the priority nomination back into their old position pre-osp if it becomes vacant at a future time.

Stage 2 will follow the same process as stage 1 with an issuing of a letter accompanied by a meeting with their GSM and the move taking place 6 weeks later.

Stage 3 - Whoever is left as OE after the above exercises have been complete will be moved into the remaining vacancies, being placed as close to their home location as possible. Again this process will be done in line with stages 1 & 2.

At the meeting we obtained data relating to the numbers of staff affected and these are broken down as:

No. of OE SAMF - F/T 214 P/T 27 No.of vacancies - F/T 79 P/T 49
No. of OE CSA - F/T 156 P/T 26 No.of vacancies - F/T 211 P/T 114

Once reviewing these figures it is clear that the issue of the OE SAMF is most pressing as there are not enough vacancies for the OE staff to go into and no proposal has yet been put forward on what happens to these additional SAMF's.

The functional councils initial thoughts are whilst there are some concerns over stages 1 & 2 the real problems start when we enter into stage 3 of the proposal. Nothing has been agreed yet and your functional council has taken LU's proposal away for consultation and a response will be given to this by the end of next week.
